12th Meeting of the Air Transport Regulation Panel

From 26-30 May, the twelfth meeting of the Air Transport Regulation Panel (ATRP/12) took place at the headquarters of the International Civil Aviation Organization (ICAO). Attended by experts from 27 States and 18 observer States and international organizations, ATRP/12 considered issues such as a long-term vision for international air transport liberalization, an international agreement for States to liberalize market access and air carrier ownership and control, regulatory approaches for fair competition, and a set of core principles on consumer protection. The UAE presented comprehensive papers addressing ICAO’s long-term vision on liberalization, market access, and fair competition. The panel agreed on an ICAO long-term vision for international air transport liberalization. ATRP/12 concluded that ICAO should pursue the continuous liberalization of international air transport to the benefit of all stakeholders and the economy at large, while ensuring respect for the highest levels of safety, security, and the principle of fair and equal opportunities for all States. ATRP/12 also considered proposals relating to the development of an international agreement by which States could liberalize market access and air carrier ownership and control. ATRP/12 decided to establish a working group in order to further the task of developing these agreements.
